Do you think Klaus is being OOC?
Klaus said to Elijah in 406 that for Hope he wants to participate in whatever is happening which means that he is not really in cahoots with ELijah about him not getting his hands dirty. On the other hand he said to vincent "we live in strange times..." and he let those two people who had the weapon live. It was definitely a different decision than what he would have made say five years ago. So it is clear that he is trying to become a better person... credit to him that he let Sofya live when she is clearly hell bend on killing him.
Will you call him OOC or a character/ plot development?
Actually same question goes for Elijah...

It looks to me like they've reversed positions quite a bit lately. Klaus was the scarier one, Elijah more reasonable. Now Elijah is murdering girls to force Vincent to re-do a Harvest to get the ancestors back, and Klaus is talking about keeping his daughter innocent and once again trying to get Marcel to unite with him against the Hollow.

I thought for a moment Klaus was OOC bc he wanted a happy and relatively normal life for his daughter. Last episode corrected that. His plans for Hope are monstrous.

The way I see it is he's realizing he can't just go around killing people and being a monster because he did that in the past and all it did was create a long line of enemies hell bent on killing him and anyone he cared about, including his daughter. So now he's not only trying to be a better person to shield Hope from the monster that he is but also to protect her from suffering the consequences of his actions.

In the last episode Klaus said Hope doesn't need friends to play with but as a Mikaelson she will be feared and worshiped. Hayley thinks correctly that she'd prefers to have friends.

Hope definitely wants friends. I get why Klaus is talking about training her to be powerful, because then she can defend herself against the enemies he's made that won't mind coming for her. But at the same time he was talking about maintaining her innocence. I think the same as Cera, that he's realizing he can't teach her to do as he's done. I'm hopeful that with Hayley's help, he'll go another route.

Hayley is chill mom whereas Klaus is learning which is natural since he does not have experience with kids. Considering his own history I think his dialogues made sense. who is Cera?

I would say they are un-natural in light of a normal/ regular parent's. His own history and how he led the world to be scared of him has a lot to do with what he wants for Hope. Considering his recent imprisonment I am not surprised that he does not want Hope to be weak.

That doesn't mean she can't have a BFF or at least a play date with other witches or wolves or normal kids on vervain, without Klaus decapitating the kids should they get in a fight like kids do.
